Use the side tabs to create cities, for your first time playing it is simplest to click the random city button a few times.
To create districts, click to create and connect nodes. Districts can not overlap and must be a polygon.
Now you are ready to game the system for either political party!
If you have ever looked up Gerrymandering before, you've probably heard of the gerrymandering techniques of "packing and cracking". "Packing" refers to putting all the cities with majority one type of voter into one district. Then, creating more districts of another party even if overall the percentages of voters are not so drastically different. "Cracking" refers to the practice of splitting up a voter base of one party so that this party can never be a majority in a district. Again, even if this party has overall a comparable percent of voters, they will not be able to gain any district representation.
Try using these two nefarious techniques to game the system for either political party. Have fun and become depressed when you realize the flaws of our political system.
